George Washington's wire tapping

Atrios notes that Gozales said this in the hearings:

Alberto: President Washington, President Lincoln, President Wilson, President Roosevelt have all authorized electronic surveillance on a far broader scale.

and he wonders just what electronic communications George Washington might have been intercepting.

For that matter -- and I haven't yet seen anyone else ask the question -- just what "electronic" gear was Lincoln surveilling in the 1860s? Oh yeah. There was the telegraph, I guess. Okay. Never mind. God damn that Lincoln!
