Is it torture?

Kevin Drum has a great definition of torture to counter the White House smoke screen:

Is this torture? There's an easy question that provides some moral clarity here: If someone else did this to American prisoners, would you consider it torture? If you would, then it's torture when we do it too.

By that definition, I think that almost all the things Bush considers non-torture qualify as torture. I wonder how Bush would like it if someone water boarded him.
