Can Republicans use the fillibuster to block the Democrats from taking control of the Senate?

I've just read this post over at DailyKos, and I still don't know the answer for sure. It's pretty convoluted. But, I have a feeling that if they did, it would go over with the public a bit the way the Republicans' efforts to shut down the government did during the Clinton administration. We might well end up in 2008 with a fillibuster proof/veot proof majority.

Update:

Of course, the Thuglicans may have another way of keeping control of the Senate. There's speculation going around that Bush may appoint Lieberman as ambassador to the U.N.
