Stopping Bush in his tracks
As you probably know, Harry Reid has decided to eliminate almost all the extended recess breaks the Senate has taken in the recent past, leaving only the August break. The reason, of course, is to force the Senate to get down to work for a change, but one added benefit is that it may well prevent Bush from making recess appointments -- like the Bolton appointment last year. No recesses, no recess appointments.
