Why the delay on the "new way forward?"

It's taken me a day to get around to this, but I think David Kurtz at Talking Points Memo is probably right about this. Bush is postponing the announcement of the "new path forward" until after he has put the extra troops in place so that, once he makes the announcement, the "double down" big push is already an undebateable fait accomplis which the Democrats will be forced to fund at the peril of appearing to fail to support the troops if they don't.
