Another heads-I-win, tails-you lose moment (and “you” is “we”)
Is there something wrong with this picture? So the Iraqi government is supposed to meet milestones that will make it possible for the U.S. to leave. You know, standing down when they stand up. But if they don’t meet the milestones, we’ll leave. If the threat of leaving is supposed to mean anything, aren’t we promising to stay if they meet the milestones? For how long?

Yeah, this is part of the weird incompetence of The Regime. The stratagery makes no sense at all.
It sounds like they borrowed the enforcement mechanism of "No Child Left Behind": underperforming schools (and now nations) will be given a smallish surge of funding to correct their problems, but if they do not succeed within a finite time, all funding is withdrawn. What happens next has never quite been clear. But that's then somebody else's problem.
We're "concerned" for the Iraqi people and government, but not that concerned. It's all geopolitical CYA. Only a few poor GIs really get to bleed for it.
