Who exonerated Cheney?

Jane at Firedoglake reports that it was the Texas Parks and Wildlife Commission that quickly exonerated Dick Cheney of any wrongdoing. She also notes that Katharine Armstrong Idsal was the former Chairman of the Texas Parks and Wildlife Commission. It was on her ranch that the shooting took place, and it was she who reported the event to the local newspapers. Sounds kind of incestuous to me.
