Bush's new bill

Publius has put up his analysis of Bush's proposed bill authorizing military tribunals. While he doesn't think it's very good, he does find it much better than the procedures that the Bush administration had been pushing before the Hamdan decision. I haven't read the proposal itself, so I'm certainly not going to disagree, but I have serious doubts that anything Bush proposes could possibly have something good about it.
