Forcing compliance with Kyoto protocols

The French are proposing a pretty good plan. Their idea is to tax imports from countries who refuse to sign the Kyoto protocols. That makes good economic sense for several reasons. First, it means those who refuse to clean up their mess (read U.S. and China) are forced to pay a penalty for screwing the rest of the world and second, it creates an economic incentive for them to join the good guys. Since economics is allegedly the reason the U.S. and China are refusing to sign, this might change the balance on the economic scales.

Of course, Bush will never see it that way. He'll want to bomb France.
