Forcing Iraqis to move back to the homes they fled

I don't get the point of this:

BAGHDAD, Feb. 13 — The Iraqi government on Tuesday ordered tens of thousands of Baghdad residents to leave homes they are occupying illegally, in a surprising and highly challenging effort to reverse the tide of sectarian cleansing that has left the capital bloodied and Balkanized.

So, what are they going to do? Force the people to move back to their old neighborhoods, where their neighbors will kill them?

I suspect the idea here is to force Sunnis to move back to Shi'a neighborhoods, where the Shi'a will keep them under control by threatening or killing them, but the Shi'ites who have fled from Sunni neighborhoods won't be forced to go back to their homes.

What other motive could there be?

The ethnic cleansing should have left Baghdad less Balkanized.
