Inherent contempt and pardons

Kagro X asks an interesting question. If Congress exercises inherent contempt (as distinct from statutory contempt where the Justice Department is asked to bring charges) against Harriet Miers for refusing to appear pursuant to subpoena, can the President pardon her? If so, does Congress have any authority over the president whatsoever? If not, why have Congress at all?
