Specter at it again?
According to this report, Arlen Specter has introduced a bill in the Senate to stop the President from using a signing statement to selectively nullify those provisions of a bill he does not like. This sounds good, but we all know Arlen Specter is a worthless piece of garbage who has been used by this president like a doormat to the kingdom. My guess is that the real intent of this legislation is to legitimize the signing statements Bush has already issued by making it look as though Congress has only now taken steps to stop the practice. It makes it seem as though Congressional legislation is needed to prevent a president from disobeying or flouting the law. Congressional legislation isn't needed (and would likely be ignored by Bush in any event). It's already illegal to do what he has done. Some action to prosecute the guy (i.e., impeachment) is what's needed. Unfortunately, it's probably too late in the game to pull that off before he leaves office anyway.
