A cunundrum

Please explain to me why it is that the Democrats are unable to cut off funding for the war in order to bring the troops home because they're afraid of being accused of failing to support the troops while at the same time sponsoring legislation to embarrass the Turks, encouraging them potentially to shut down the very paths we might bring those troops home through while exposing themselves (rightly in this case) to allegations their failing to support the troops. I don't get it.
