Survival of the fittest means only the fittest should survive

From Talking Points Memo:

New Hampshire is having a great time with its big new crop of Republican state legislators. Rep. Martin Harty is refusing to apologize for saying that "all the defective people, the drug addicts, mentally ill, the retarded" should be sent to Siberia to die.

Doesn't it seem strange that the very people who endorse social Darwinism (i.e., let the poor and the incompetent starve. They aren't fit so they don't deserve to live.) tend to be the same ones who don't believe in Darwin's theory of evolution.
