Bush approval not improving

The most recent Pew poll puts Bush's approval essentially unchanged since before the SOTU at 40%. He's doing pretty badly in the poll on everything except terrorism. There, 53% approve. I simply don't understand why. Just wait till the next attack and see what a bunch of incompetent Brownies he's got running the show. Why don't people get it?
