Energy use down, economy up

Kevin Drum makes a great point in this post. He notes that since 1970 California has reduced its per capita energy consumption while that of the rest of the US has increased by more than 50%. How did it do that, he asks? By passing laws that forced it to happen. And, did that drive away business, he asks? No, he replies, the California economy is strong. Whadayaknow.
