Monitoring negative opinions and preparing to celebrate victory in Iraq

I'm not at all sure that I see this as benign:
WASHINGTON, Oct. 3 — A consortium of major universities, using Homeland Security Department money, is developing software that would let the government monitor negative opinions of the United States or its leaders in newspapers and other publications overseas.
I'm beginning to think that this government is preparing to build a wall around the entire country to keep out the evil influence of foreigners of any kind.

It's also a great use of the taxpayer's money. Almost as idiotic as the $20 million Congress has set aside for the Iraq victory party.

If habeas corpus is optional, why should freedom of speech be a right?

It would be funny to think back to how the Repubs used to throw their "black helicopter", Libertarian shtick at Clinton in light of this, if it could be funny now at all.
