Encouraging "nukular" proliferacion

Will someone please explain to me why we're signing a deal to give India, which has nuclear weapons and has not signed the nuclear non-proliferation treaty, access to more nuclear technology while, meanwhile, we are threatening to bomb Iran, which does not have nuclear weapons and has signed the non-proliferation treaty?

Can someone please explain to me why this might not encourage Iran to develop nuclear weapons?
