The sides are beginning to line up

Hmmmm. This is obviously aimed at Egypt, which strongly condemned the manner of the execution, among other countries perhaps:

Nuri al-Maliki, the Iraqi prime minister, has said his country may "review" relations with countries which have criticised the manner of the execution of Saddam Hussein, saying the hanging was an internal matter.

Al-Maliki said: "We consider the execution of the dictator an internal affair that concerns only the Iraqi people."

Sounds to me as though Iran might be behind this. The Egyptians are largely Sunni, while the Iranians and al Maliki are Shi'ia. More and more, it looks to me as though Iraq is falling into the Iranian sphere of influence. Just the thing we wanted!
