Threatening stability in Iraq

Via Juan Cole, I learn that the Voice of America has told us:

"President Bush has signed an order that allows the U.S. government to block the assets of any person or group that threatens the stability of Iraq.

The order exempts the United States."

Now, the Bushies all claim that any effort to force a pull out of troops from Iraq will destabilize the country, so do you suppose this order allows the government to block the assets of any Democrat that votes for pulling out the troops?
