Bush's "new" global warming program

In recent days there have been any number of rumors that Bush would suddenly reverse course on global warming and endorse a major new program to reduce greenhouse gas emissions. Alas, he has now announced his new program and, like all things Bush, it is essentially "stay the course."

The Bush administration yesterday laid out a long-term "strategic plan" for using technology to curb the impact of global warming, reiterating its position that basic scientific research and voluntary actions can curb greenhouse gases linked to climate change.
There isn't even any funding proposed for the supposed "research."
